Citizen Primaries 2.0: State and citizens

Are you not tired of just hearing the same names? Names that are dealing with your lives, with your future? Without a programme, without any contact with reality? Fini and the psycho-dwarf. Bersanetor and “boccon del prete” Franceschini. Calderoli and Ghedini, gasparrisacconibrunetta, dalemaveltronilatorre. A collection of nothing Panini cards in which rising above all with the interviews is absolute zero, the anti-matter with the hole inside: Azzurro Casini Caltagirone. The citizen is a person who has been separated but stays in the same house. He can just be a witness. The politician has no stigmata or royal descent. He has no divine right because of his birth, but he behaves as though he does. Anyone who manages the public good, at whatever level, must be one of us, an electrician, a mother, a famer, who for a long enough period, but not eternity, represents us . Then he has to go back to his activity.
Politics is not a profession. Professionalism in politics generates monsters. Like Mastella and Violante, Fassino and his wife Serafini. The laws and the structures of the State are all in favour of the current oligarchy. A tailor-made garment. The parties have occupied the State. They believe that they themselves are the State. They are not just a Caste, but superior beings who appear in our homes through the TV every evening. Their images, thanks to the continual repetition, belong to the sphere of the sacred, untouchables, “unjudgeable”, unsightly.
On 4 October 2009, a Movement of People will be brought into being, in which every person will have a weight, without local Mafia bosses, “mandamenti”, sections, provincial structures, regional structures, cards, factions. The programme of the Movement will be presented under 7 headings: Energy, Health, Transport, Economy, Information, Education and the State and the citizens. Today I am publishing the proposal for “the State and the citizens” to get your feedback.

THE STATE AND THE CITIZENS
”The current organisation of the State is bureaucratic, overblown, costly and inefficient. Parliament no longer represents the citizens who cannot choose their candidate, but just the symbol of the party. The Constitution is not applied. The parties have put themselves in place of the will of the people and have removed themselves from being controlled and judged by them.

- Abolition of the provinces
- Grouping together of towns below 5000 inhabitants
- Abolition of the Lodo Alfano
- Teaching about the Constitution and obligatory exam for every public representative
- Reduction to two terms of office for every public representative and for any other public office
- Elimination of every special privilege for the parliamentarians, among these the right to a pension after two and a half years
- Prohibition on parliamentarians to exercise another profession while they are carrying out their term of office
- The salary of a parliamentarian in line with the average of national salaries
- Prohibition on accumulating positions for parliamentarians (example: Mayor and Deputy)
- No eligibility to hold public office for those citizens who have been convicted
- Direct participation at every public meeting by the citizens via the Web as already happens for the Lower and Upper Houses
- Abolition of the “Authorities” and at the same time the introduction of a true class action
- Referendum that can be used to propose or repeal and without the need for a quorum
- Obligation to discuss in parliament and to have a poll by name for popular initiative laws
- Approval of every law that is subordinate to the effective financial cover
- Laws made public online at least three months before their approval so as to receive comments from the citizens”

Very good points made but I think there is one thing that is missing that should be included:

By quorum I suppose that you mean the 50% minimum participation of electors to the Referendum vote itself. It is better to be more precise, as there is the risk for the Parliament to be flooded by requests for Referendums (if there is no minimum threshold for the number of electors willing to propose a particular Referendum).
