The scandal concerning Monte dei Paschi di Siena (MPS) is the Republic’s biggest ever financial scandal. There’s a gaping hole of 21 billion euro, that’s equivalent to 42,000 billion in old lire, twice the size of the Parmalat catastrophe and 5 times the amount raked in with the IMU property tax. The MPS foundation that has controlled the bank since 1995 is in mainly made up of people from the municipality of Siena, from the Province of Siena and from the Region of Tuscany associated with the PD. Before the elections, as regards MPS, speaking is silvery, but silence is golden. It’s necessary to avoid every possible short circuit.

"The leopard cannot change its spots " by Paolo Becchi

“The months go by and his term of office is about to come to an end, but King Giorgio cannot get over his habit of imposing his own political line on the newspapers and the press, strengthened with the “equalization” from the Constitutional Court, between his “formal activity” and the “power of persuasion” that, according to the Constitutional Court, has to stay secret. The Court writes “Only a few words are needed to demonstrate that an informal activity of stimulation, moderation and persuasionthat is the heart of the presidential role within the model of government in Italy would surely be destined to fail, if it were exercised by means of public declarations“. For this reason, all those meetings, telephone conversations, and private communications by which the Head of State carries on his own political activity (that, it has to be said, is quite different from his constitutional functions), have to stay private and secret (for an analysis of this strange pronouncement, I can do nothing else but refer you to my book "Nuovi Scritti Corsari“ {New Pirate Writings}). On the subject of secrecy: right now when the intercept records relating to King Giorgio will have to be destroyed, Brusca who is collaborating with the authorities has confirmed that after the slaughter of Capaci, Totò Riina’s “papello” {handwritten note} was actually addressed to Nicola Mancino. Is the possible relevance of the telephone conversations between King Giorgio and Mancino still seeing “insinuations“ being made? Yes: once upon a time the “people collaborating with the authorities” had the right to the front page of the newspapers. Today there’s hardly any daily paper that carries the statements made by Brusca. Times change: the “secret” now is no longer a State secret , but a secret of the Head of State.
King Giorgio dictates the policy, organises the press and the freedom of the press. To be honest, he has never loved dissent. (I remember the announcement against the “eurosceptics”, when the “guarantor” of the Constitution, and of the freedom to express one’s thoughts, expressed his satisfaction that they had been “obliged to stay silent“. Here too, I can refer you to an article I’ve written called "Noi, sudditi di Re Giorgio“ {We, the subjects of King Giorgio}, that is now in the book “Nuovi Scritti Corsari”). And here we are today and he is imposing publishing policy: no one must talk about the situation of Monte dei Paschi. According to him, there’s the risk of “short circuits between the media and the justice system“, and the freedom of newspapers to search for the truth cannot violate the “confidentiality needed for the investigations being carried out by the judicial authorities and the respect for the secrecy of the investigations“. Guarantee-ism? Or simply a “diktat” that tends to prevent the “electoral” fallout of the Monte dei Paschi investigations, given that the left wing is heavily implicated? Guarantee-ism? The King is the guarantor, advocate of civil liberties, guaranteed.
The leopard cannot change its spots. And perhaps only after many years, when everything has changed again, when even this political class has been swept away, in the biography of Re Giorgio there’ll be once more – in relation to today’s guarantee-ism – Craxi’s portrait of him in a famous lithograph (in the series “bugiardi and extraterrestri“ {liars and extra-terrestrials}), with his eyes and his ears covered up. Not his mouth, however."
