M5S at the Quirinale Palace

This morning I went to the Quirinale Palace together with Roberta Lombardi and Vito Crimi, the group leaders in the Lower and Upper Houses, to meet the President of the Republic and tell him about the 3 Star MoVement’s position.
The M5S is the party that got the most votes in the recent elections. For this recent it is officially asking for a government position to carry out its programme, and especially to put into effect the measures for revitalising the small and medium sized enterprises, the citizen income and the cuts to the waste in politics. Up until now, in spite of the size of the election success, no institutional role has been given to the M5S. It has not been given the presidency of the Lower House nor of the Senate, that have been the subject of bargaining and haggling and not an expression of the recognition of electoral consensus. Thus the M5S is asking for a full mandate from the President of the Republic so that it can go to Parliament, explain its government programme and ask for a vote of confidence. If the President of the Republic grants this position, the M5S will present its candidate for the office of President of the Council. The M5S believes that this request is an action demonstrating great responsibility in relation to the country. If this request is not accepted, the 5 Star MoVement, as an Opposition entity, will ask for the position of President of the Copasir Committee and of the RAI Watch-guard Committee. The M5S will not express its confidence in political or pseudo-technocratic governments with the help of the familiar "fig leaves" like Grasso. Instead, the M5S will vote on every proposed law if it is based on its programme.

Below is an idea that will ensure honest politicians:

Almost all Congressmen are very convincing con-artists who give the
impression that they are honest, compassionate and loyal to the voters who
elect them. Their terms in office proves them to be the opposite; voting
for bills in favor of corporations and for bills that are profoundly anti-
democratic. These Congressmen can get away with it because the voters
cannot tell the difference between honest, loyal (to the voters) candidates
and candidates who are con artists. Fortunately psychologists can tell
the difference between honest people and con-artists. Thus we have sol-
ution to our problem:

Form a local political club, then advertise for applicants for the position
of primary candidate. The club should then should use rigorous tests,
including, most importantly, psychological evaluation, to select the best
applicant for the position of the club's primary election ( if any ) can-
didate. The club should then run its candidate against primary candidates
of other clubs in the same party and same Congressional district and
win. The club should then run their candidate in the general election and
win.

The club's candidate will be able to tell the voters that he was selected
scientifically, in an open meeting by club members. The candidate
could, further more, say that his opposition, in the primary and general
election, were selected by two or three party hacks, in a smoke filled
back room one the basis of the opposition candidates loyalty to corp-
orate PACs and his party machine, not to the voters.

Large institutions of all kinds use rigorous tests and psychological
evaluation almost all the time for the selection of important personnel
with great success. This method of selection could also be success-
fully used in politics.
.
For organising the election of psycheocratic political representatives,
the following is suggested: First, independent, bipartisan committees
should be formed of ten to twenty people. The Establishment will, of
course, be very interested in infiltrating committees as well as by free-
lance opportunists, lunatics and various political groups; so it would
be advisable to involve, say, three psychologists and three lawyers,
acceptable to the psychologists, to keep undesireables out. Vetting
also should be applied to applicants for club membership.

To prevent the political reputation of the organising committee, if any,
from spreading to the clubs that they form, and to discourage undes-
ireables from attempting to join the committee and club, the members
of organising committees should be prevented from joining the clubs
that they form for a period of time, unless the club that they form ad-
mits them with a two thirds vote.
.
It might advantageous to set up a alternative or shadow congress
with delegates from the described clubs. The shadow congress could
perform the following functions:
.
1) Advise the present Congress
2) Lobby or pressure the present Congress
3) In case of a political or social breakdown, replace the present
Congress
4) Provide candidates for the next Congression election
.

Guys I really like what you do.

There is some brain behind this, it can be easily derived from the bold parts of the text like "government position" etc.

This mess would not be shifted aside until someone with vision will NOT accept coalition government for solely purpose of rent seeking.

I believe you are in win-win situation. You can ask what you want and if you will not get it - there are another elections over the corner.

Very well played! I wish those movements would be over the world. In Czech we had party like that but after elections they got immediatelly corrupted, I wish it would not happen here.

Nineteen out of the twenty proposals by M5S are likely to work. In contrast, the referendum about egress from Euro is a black hole, as I already commented upon. My work must obey the laws of nature, that is, my understanding of the man-made laws of economy is very limited. What I would like to hear/read from M5S is how they plan egressing from Euro. What about the central-European bonds possessed by Italians (and Italian banks!)? Italy can do nothing about that, nor about any further, huge transfer. From my little understanding of that artificial world, it seems that supporters of M5S did not pay attention to that proposal. Which, I believe, should imply that corruption was completely cleared. As to now, a way back to the Lira would imply a continuous devaluation of the Lira, as it was in the past. I remember the 1 Shilling/23 Liras of 1964 and the 1 Shilling / 200 Liras of the early nineties. On the other hand, once Italy is cleared from corruption (at all levels), there is no need to egress from Euro. Unfortunately, the plans proposed by PD are unlikely to clear Italy from corruption: they merely transfer corruption from one side to another, as it was with that party in the past. Admittedly, Mitteleuropa is responsible of current chaos, perhaps it is even in their plans. Without some common laws, it occurs that a trial about the few corrupted kärntnerisch politicians was completed in a few months, while in Italy the judge can be circumvented, though ad hoc laws issues by those that have to pass the trial and advocates that run their private job instead of sitting at the chambers, for which they are paid by the poor Italian. As to the claims about poor English, the guy should understand that communications are not poetry. He should admit that very likely he would have missed everything if written in Italian or German. While the MPs are finding their places - if there is one - in the Byzanntine Chambers, Monty-Python & his friends are still making a mess of Italy with more regulations and more taxes.
What they have done, and still do, could be completely illegal as they never had a mandate from voters. This will be a source of legal controversies in the next future.

Now, the 5SM plan of action requires significant positions in the Institutions.

It is the most voted group and this should be recognized.
The first part of the process of change requires the (legal) destruction of the most important significant parties, that keep draining money and resources and keep putting their friends and ex-associates (not elected) in the most important semi-governamental organizations, the states within the state (ENEL, ENI, NHS, ANAS et cet).
The disappearance of Bersani and his post-still-communist circle is an important priority. They have lost and they are lost.
Only a significant leadership change in the not-too-Democratic Party may allow a future progressive collaboration.

I think that the proposal of a president of the Republic from the 5SM should be accepted and considered a warranty that at least, some of the actions approved and voted by a large number of Italians will be transformed into active policies that will effectively change Italy.

I suggest the name of Massimo Cacciari - an atypical PD or ex-PD - but I guess there is a small group of people we may consider and propose.

He could be a transitional, informal president moving Italy from a centralized, party-tional state (run by personalized and parasitic political parties) to a simpliied, more human people-state.
