Proponiamo il pieno sostegno da parte del MoVimento al costituendo Comitato Promotore spiaggiabenecomune.org, per la tutela del litorale del litorale romano, il quale ha lo scopo di raccogliere in un unico comitato di sostegno tutte le associazioni, le sigle e i cittadini che condividono le preoccupazioni rivolte alla volontà di privatizzazione e al non rispetto delle regole esistenti riguardo le concessioni demaniali e il loro utilizzo. Far partecipare il movimento al tavolo tecnico che li porterà a raccogliere le firme (referendum o legge popolare) per presentare un nuovo modello che possa garantire l'equità nel mercato e risolva l'increscioso stato degli irrisori canoni demaniali riassegnando le concessioni tramite bando, eliminando di fatto il contrasto tra l'art. 37 del Codice della navigazione (quello che regola le concessioni sulle spiagge) e l'art. 43 del Trattato fondativo dell'Unione Europea sulla pari opportunità di fare impresa per tutti all'interno degli stati membri. Tale modello potrà riconsegnare ai cittadini un servizio che possa ritenersi veramente pubblico. Verranno organizzate manifestazioni di protesta e istituiti banchetti per la raccolta delle firme su tutto il territorio in base al tipo di proposta studiata, coinvolgendo ed informando così tutti i cittadini. Partecipare per mettere fine al vergognoso utilizzo delle concessioni demaniali e alle forti restrizioni a cui gli utenti sono costretti non potendo scegliere per mancanza di equità tra spiagge libere e quelle spiagge in concessione che oggi non si possono che definire private. Si riapre sui territorio la discussione e il confronto sulla rifondazione di un nuovo modello pubblico, che può definirsi tale solo se costruito sulla democrazia partecipativa, il controllo democratico e la partecipazione diretta dei lavoratori, dei cittadini e delle comunità locali. Vorremmo sentirci direttamente impegnati per::
1.Togliere la spiaggia da un mercato che porti concentrazione elevate di profitti e di potere.
2. Restituire il bene comune ad una gestione non speculativa ma di buon senso che garantisca l'uso del bene a tutti i ceti sociali sul territorio.
3. Riportare equilibrio tra spiagge libere e spiagge private.
4. Garantire e tutelare il bene collettivo del litorale al fine di consegnarlo alle future generazioni.

Le spiagge libere sono sempre di meno (una volta alla rotonda della Colombo c'era una spiaggia che era libera, adesso non più)e le poche spiagge libere rimaste sono prese d'assalto da coloro che piazzano i lettini (soprattutto la domenica)già dalla mattina presto, togliendo spazio occupabile ai bagnanti. Occorre invertire questa tendenza e creare un giusto equilibrio tra pubblico e privato, imponendo il rispetto delle regole perchè attualmente qui a Ostia vige la legge dei "più forti" (i soliti).
Abito ad Ostia e sono totalmente con voi, pagano pochissimo e incassano tantissimo, qualunque iniziativa vogliate prendere io sono con voi grazie a tutti

Vivo a Castellammare di Stabia, un comune dove tutte le Spiagge sono private, limatando e spesso impedendo l'accesso libero ai cittadini sulle spiagge demaniali. Le uniche spiagge libere sono inondate dalla spazzatura e la balneazione è interdetta. In tanti hanno provato ad opporsi alla mafia dei balneatori, ma non ci sono mai stati risultati.

Il primo passo potrebbe essere quello di spostarci su wordpress con spiaggiabenecomune.org e aprire dei sotto domini tipo campania.spiaggiabenecomune.org che puntano a blog di quale potreste essere amministratori. Che ne dici?
Combattere contro la privatizzazione dei beni pubblici, facilitata dal federalismo demaniale, dovrà essere una delle nostre battaglie su tutto il territorio nazionale. La maggior parte delle spiagge con le loro strutture (abusive) sono una risorsa economica eccezionale sotto il controllo di lobby che faranno di tutto per non perdere la gallina dalle uova d'oro. Vi ricordo che i concessionari pagano solo 59 centesimi di euro a metro quadro alla faccia del libero mercato. Incassano milioni di euro versando nelle casse dello stato il nulla.
Non mi sembra che abbiate le risposte a questo aspetto della gestione dell'Italia .
Vi lamentate che le spiaggie " private " sono pulite e quelle nelle vostre mani sono sporche e non autopulenti ?
Non sarebbe meglio dire che il problema e' un problema generale di pianificazione e rispetto del territorio ?
Chi si assume la responsabilita' di tutelare il contenitore in cui viviamo ?
Io comincerei dal dire che in quel luogo sacro dove si incontrano la terra ed il mare , non devono passare strade parallele alla costa e non si devono costruire edifici di piu' di 2 piani .
Non si deve neanche distruggere i delicati equilibri naturali che caratterizzavano il litorale " romano " . A differenza di altri tipi di coste , non hanno nessuna capacita' di resistere al capitalismo .
E devo ricordare che ogni volta che ho organizato o cercato di organizzare pulizie di spiagge e scogli sono stato minacciato dal governo e lasciato a confrontare le loro minacce dalla cittadinanza ( ? democratica ? ).
Non buttiamola sui costi palesi o occulti delle concessioni .
La spiaggia non e' una fascia geometrica per gli ombrelloni attorno a cui costruire muri di cemento da cui escono liquami tossici ..... e' parte della natura e come tale va interpretata .
Marco sono in accordo con te ma qui la situazione delle concessioni demaniali e della gestione degli stabilimenti balneari, nel litorale romano è totalmente imbarazzante.
Un disagio non percepito dai concessionari che a fronte di poche centinaia di euro versati nelle casse dello Stato,(0,59 centesimi a metro quadro) hanno fatto e stanno facendo profitti esagerati. Non esiste assolutamente Marco, e questo sotto gli occhi di tutti un equilibrio tra pubblico e privato. Uso il termine privato perché a questo ha portato la politica di gestione dell’ultimo trentennio. Tutto ciò con il lasciapassare della politica e delle istituzioni, che hanno chiuso gli occhi di fronte a estorsioni e abusi edilizi programmati. Estorsioni altro termine che trova il suo riscontro nel pagamento imposto da molti gestori ai fini della balneazione. L’accesso al mare è un diritto, la concessione non è una proprietà . Abusi programmati, aumenti volumetrici delle cubature con la costruzione di solai in legno che presto sono diventati di fatto ristoranti, bar, palestre, piscine, centri benessere e discoteche. Cemento!!! La direttiva Bolkestein è finalmente una ventata d’aria fresca. Nel 2015 le concessioni devono andare a bando ogni sei anni come previsto dalla comunità europea. Se così non sarà ci befferanno due volte perché il cittadino come legittimo proprietario del bene, oltre a non percepire un canone adeguato, dovrà pagare un infrazione per non aver rispettato quelle regole di libero mercato che le società civili di tutta Europa oggi rispettano. Vogliono un enfiteusi e noi rispondiamo nessun diritto di proprietà per il bene comune spiaggia, ma regole e modelli imprenditoriali che rispettino quelle leggi che esistono e oggi vengono sistematicamente aggirate. Noi chiediamo l'abbattimento del cemento, ripristino della visibilità del mare, rispetto delle leggi, ripristino dell’equilibrio tra spiagge libere e spiagge in concessione e istituzione di una commissione di controllo sul territorio che risponda ai cittadini, tutto ciò rigorosamente finanziato dall’utilizzo dei fondi riscossi mediante li bandi di gara che verranno regolarmente svolte come previsto dalla comunità europea. Semplicemente “io ti do la concessione tu rispetti queste condizioniâ€. Lo Stato deve far rispettare i diritti dei cittadini che vengono prima di ogni interesse privato.
Sono d' accordo ,in teoria , sul non diritto di privatizzare la costa .
Devo pero' metterle una pulce nell'orecchio : se " pubblico " ( come gia' ho detto su questo sito a rotazione ultraveloce a proposito della scuola ) vuol dire : in mano ai politici....allora devo ricordare che i migliori esempi che conosco di gestione delle coste , sono proprio privati ! Le regole per cambiare il nostro territorio sono state appena cambiate in materia di demanio con il federalismo che rimanderà agli enti locali, (regioni, comuni, municipi) la gestione del bene pubblico. Il movimento su scala nazionale deve combattere senza dubbio questo federalismo che è scritto con i piedi. Lo stato taglia ai comuni, toglie l'ici e questi si venderanno anche l'aria che respiriamo per fare cassa. Renderanno qualsiasi spazio edificabile proprio in funzione di queste deleghe. In poche parole si venderanno i nostri spazi rendendoli edificabili e valorizzandoli solo per il loro aspetto economico ai danni della comunità e dell'ambiente. Ora fosse per me punterei a studiare metodi che cambino il modo di gestire il territorio e questo coordinamento potrebbe essere la base per un possibile discussioni in merito, ma un opera di contrasto al consumo del territorio deve essere fatta, anche dal basso.
Dopo aver degradato l'ambiente , e' MOLTO difficile tornare indietro .
Il territorio non si deve poter comprare , solo chiederne la concessione , soggetta ad una pianificazione non capitalista .

Chi costruisce a norma ?
