PROGETTO PER LA RINASCITA DELLA CITTA' DI PRATO, LA DIVERSIFICAZIONE DELL'ECONOMIA LOCALE E LA RICOSTRUZIONE DELLA FILIERA PRATESE
1 PROGETTO "RIFIUTI ZERO":
Per comprendere il concetto di Rifiuti Zero, già descritto da Leonardo Da Vinci nel CODICE ATLANTICO (1478 - 1519), attuato dallo Stato della California e che fa parte delle strategie d'azione descritte sul blog di Barack Obama è necessario partire da questi concetti:
- tutto ciò che non è riutilizzabile, riciclabile e compostabile è un errore e deve essere sostituito nel ciclo produttivo attraverso una strategia che vede istituzioni-imprese-università collaborare da qui ai prossimi 15 anni
- Il rapporto di posti di lavoro creati dall'industria del riciclo rispetto a quella d'incenerimento-discariche è di 15 a 1. Ogni 15 posti di lavoro per il riciclo se ne crea uno solo per discariche ed inceneritori (fonte Conai)
- L'incenerimento, privato di sussidi pubblici (tasse dei cittadini) non si sostiene da solo dal punto di vista economico e risulta essere è il metodo piu' costoso di smaltimento ( dalle 4 alle 6 volte rispetto alle normali fonti di combustibile, fonte Wall Street Journal) e studio "Light myfire" di UnicreditCapitalia.
- come provato da studi comparati la raccolta porta a porta rispetto a quella stradale con cassonetti permette oltre a maggiori percentuali di raccolta differenziata con migliore qualità anche un maggior risparmio recupero-energetico di materiali che altrimenti andrebbero gettati-bruciati e/o di nuovo prodotti nei cicli produttivi (fonte studio Tea-

- I danni economici da inceneritori variano da 4 a 21 euro a tonnellata smaltita, quelli delle discariche da 10 euro a 13 euro per tonnellata smaltita (fonte studio: "Environmental impacts and costs of solid waste: a comparison of landfill and incineration" 2008-Ecole des Mines-Parigi )
- piani di riduzione rifiuti, come il progetto europeo "Meno 100kg pro capite" con prodotti alla spina, dematerializzazione, pannolini lavabili, acqua del rubinetto,compostaggio domestico, etc.

- accordi con imprese e grande distribuzione per creare sistemi di vuoto a rendere. Fare pressione sui livelli istituzionali superiori affinché si tassi il doppio-triplo imballaggio
- Aprire "Negozi del riciclo" in ogni Comune dove i cittadini possono consegnare e vendere bottiglie di plastica e vetro, lattine, carta ricevendo in cambio bonus denaro. Il valore educativo di questi negozi è fondamentale per far capire che nulla va sprecato
- per famiglie ed imprese, passare alla raccolta differenziata porta a porta con tariffa puntuale tramite microchip (più ricicli meno paghi). Il porta a porta oltre a permettere di arrivare ad elevate percentuali di raccolta differenziata in pochi mesi (dal 65% all'85%) ha come pregio di spingere ad una riduzione dei rifiuti (cifra variabile tra il -10% e -20% di rifiuti prodotti)
- raccolta differenziata in tutte le scuole (classe per classe) come approvato a Treviso su idea del consigliere comunale David Borrelli (Grillitreviso) , Università , centri sportivi, cinema, parrocchie, luoghi di lavoro in modo da educare il cittadino in ogni aspetto della vita quotidiana
- realizzazione di isole ecologiche per rifiuti ingombranti e speciali/industriali. Una per quartiere/zona industriale ( ogni 10-20.000 abitanti )
- costruzione impianti di digestione anaerobica e compostaggio con produzione di biogas-metano. I rifiuti organici e reflui agricoli prima di diventare fertilizzante naturale per i campi contribuiscono al recupero energetico producendo biogas-metano che può essere utilizzato anche per il trasporto pubblico locale (modello Linkoping, Svezia)
- costruzione di moderni centri riciclo modello "Vedelago" dove anche gli scarti residui
non riciclabili (in primis quelli plastici-cartacei) appositamente selezionati sia meccanicamente che manualmente possono essere poi trattati tramite "estrusione" e
trasformati in composti per l'industria del riciclo plastico o sabbie sintetiche per l'edilizia (evitando scavi in cave)
- costruzione di impianti di trattamento meccanico-biologico per la parte residua con bioessicazione della parte organica e loro integrazione con i centri riciclo modello "Vedelago". Questi impianti possono costare il 75% in meno di un inceneritore e non inficiano la raccolta differenziata e la riduzione dei rifiuti. Alcuni modelli di TMB (come l'israeliano Bioarrow) permettono anche la creazione di biogas con la parte degli scarti organici non intercettati dalla raccolta differenziata
-creazione di un apposito Centro Studi (uno per provincia) in collegamento con le imprese locali e le università (con creazione di corsi di eco-design) per studiare quanto selezionato e non ancora riciclato in modo che nei cicli produttivi delle aziende vengano gradualmente
sostituiti tutti i materiali e oggetti non riutlizzabili, riciclabili o comportabili
- per i rifiuti industriali piu' problematici e che non possono essere trattati diversamente a "freddo", prendere in considerazione le tecniche di oxy-combustione senza fiamma- recuperare plastica, vetro,alluminio dalle vecchie discariche chiuse (landfill mining)
- chiusura di tutte le discariche ed inceneritori"
- eliminazione degli incentivi previsti dal Cip 6 alla combustione dei rifiuti
- Stop alla pubblicità in cassetta, se non espressamente richiesta ed inviata tramite abbonamento postale, ogni famiglia getta mediamente 6,5 kg di carta all'anno che non legge, ossia oltre 400 tonnellate. Esiste internet, le promozioni si possono continuare a fare, basta utilizzare la rete.
- Politica di riduzione dei rifiuti attraverso la diminuzione degli imballaggi inutili, incentivare i distributori di latte e detersivo, far pagare gli utenti in base a quanti rifiuti producono.
- Reintroduzione dell'obbligo del vuoto a rendere per tutti quelli che sono gli imballaggi a perdere ( ad esempio cassette della frutta, box di: televisori, fotocopiatrici, fax, etcc..); divieto di utilizzo di cellophan o similari per l'imballaggio delle bottiglie di acqua, bibite, alcolici e superalcolici, sostituendoli con l'uso di cassette da riutilizzare; divieto di confezionare salumi,carne, frutta, verdura, con imballaggi di plastica e polistirolo; obbligo di vendita degli alimenti ora confezionati in scatolette di alluminio o in confezioni
plastificate ( dal tonno alla maionese ), in vasetti di vetro con vuoto a rendere. Estensione di fatto del vuoto a rendere a tutti i CONTENITORI.
- DIVIETO DI VENDITA DI PRODOTTI CONFEZIONATI CON TETRAPAK ( cellulosa, alluminio e plastica) IMPOSSIBILE DA RICICLARE.
2 PROGETTO "PRATO ENERGY"
Il rendimento medio delle centrali termoelettriche dell'Enel si attesta intorno al 38 per cento. Lo standard con cui si costruiscono le centrali di nuova generazione, i cicli combinati, è del 55/60 per cento. La co-generazione diffusa di energia elettrica e calore, con utilizzo del calore nel luogo di produzione e trasporto a distanza dell'energia elettrica, consente di utilizzare il potenziale energetico del combustibile fino al 97 per cento. Le inefficienze e gli sprechi attuali nella produzione termoelettrica non sono accettabili né tecnologicamente, né economicamente, né moralmente, sia per gli effetti devastanti sull'Ambiente, sia perché accelerano l'esaurimento delle risorse fossili:
- potenziamento e riduzione dell'impatto ambientale delle centrali termoelettriche esistenti
- incentivazione della produzione distribuita di energia elettrica con tecnologie che utilizzano le fonti fossili nei modi più efficienti, come la co-generazione diffusa di energia elettrica e calore, a partire dagli edifici più energivori: ospedali, centri commerciali, industrie con processi che utilizzano calore tecnologico, centri sportivi
- estensione della possibilità di riversare in rete e di vendere l'energia elettrica anche agli impianti di microcogenerazione di taglia inferiore ai 20 kW
- incentivazione della produzione distribuita di energia elettrica estendendo a tutte le fonti rinnovabili e alla microcogenerazione diffusa la normativa del conto energia, vincolandola
ai chilowattora riversati in rete nelle ore di punta ed escludendo i chilowattora prodotti nelle ore vuote
- applicazione della normativa prevista dai decreti sui certificati di efficienza energetica, anche in considerazione dell'incentivazione alla produzione di energia elettrica da fonti rinnovabili che essi comportano
- eliminazione degli incentivi previsti dal Cip 6 alla combustione dei rifiuti in base al loro inserimento, privo di fondamento tecnico-scientifico, tra le fonti rinnovabili
- legalizzazione e incentivazione della produzione di biocombustibili, vincolando
all'incremento della sostanza organica nei suoli le produzioni agricole finalizzate a questo
- incentivazione della produzione distribuita di energia termica con fonti rinnovabili, in particolare le biomasse vergini, in piccoli impianti finalizzati all'autoconsumo, con un controllo del legno proveniente da raccolte differenziate ed escludendo dagli incentivi la distribuzione a distanza del calore per la sua inefficienza e il suo impatto ambientale
- incentivazione della produzione di biogas dalla fermentazione anaerobica dei rifiuti organici.
A Prato per la TIA, ASM nell'ultimo anno ha fatturato oltre 36 milioni di euro.
Con il sistema del vuoto a rendere e del riutilizzo, eliminando alla base il problema del rifiuto, assieme al porta a porta spinto per quel poco che rimane di umido e parte secca andremmo a risparmiare in pochi anni l'80 %.
Ora con una parte dei "risparmiati 30 milioni di euro all'anno" il comune può emettere un bando di gara per l'acquisto di pannelli fotovoltaici ed inverter ( con un monte gara di questo tipo si può ragionevolmente arrivare ad acquistare con 3.000 euro pannelli ed
inverter per 1 kwp di potenza), quindi ai cittadini non rimarrebbe che spendere 1000-1500 euro a kwp installato per l'impianto elettrico. In questo modo anziché spendere 6-7000 euro circa a kwp installato si andrebbe a spendere 1000-1500 euro, con un abbattimento dei costi del 75-80%.
Una famiglia invece che spendere 18.000 euro per un impianto ne spenderebbe 4.500, visto che però il comune ( ossia i cittadini tutti ) contribuiscono alla realizzazione dell'impianto, il risparmio energetico andrebbe al privato che ha installato l'impianto ed il contributo del GSE andrebbe alla collettività ( comune ).
Un'azienda per un impianto da 20 kwp anziché spendere 130.000 euro ne spenderebbe 24.000.
La stessa cosa può essere fatta per la realizzazione di impianti di cogenerazione e trigenerazione, il comune fornisce i materiali a seguito di bandi di gara e le imprese li installano, favorendo la realizzazione di tanti piccoli impianti ( questa politica andrebbe adottata per impianti fino a 20 kwp per il fotovoltaico).
In quanti anni si arriverebbe all'indipendenza energetica?
Esempio per impianti da 3 Kwp
Costo per il privato: € 4.500,00 per installazione, progetto e pratiche.
Risparmio annuo energetico €/kwp 0,22 x 1.200 kwa x 3 Kwp ( impianto installato) = €/aa 792,00
Rientro delle spese 4.500/792 = 5 anni e 8 mesi
Oggi il costo medio di un impianto da 3 Kwp è di € 18.000,00 ed il rientro previsto in 7-8 anni ( escluso interessi in caso di finanziamento si arriva a 12-13 anni )
Esempio per impianti da 20 Kwp
Costo per l'azienda: € 26.000,00 per installazione, progetto e pratiche.
Risparmio annuo energetico €/kwp 0,16 x 1.200 kwa x 20 Kwp ( impianto installato) = €/aa 3.840,00
Rientro delle spese 26.000,00/3.840,00 = 6 anni e 9 mesi
Oggi il costo medio di un impianto da 20 Kwp è di € 130.000,00 ed il rientro previsto in 9 anni ( escluso interessi in caso di finanziamento )
Se a questo sistema però aggiungiamo anche i normali finanziamenti a fondo perduto che regione e comune destinano alle fonti rinnovabili allora i tempi di rientro si dimezzano, diventano solamente 3 o 4 anni.
Per il comune di Prato, ossia i cittadini ( 190.000 abitanti), ipotizzando l'installazione di 8.000 kwp, il guadagno annuo sarà di circa 8.000 kwa x 1.200 kwp x 0,4802 ( contributi GSE ) = € 4.609.920,00 che potranno essere poi reinvestiti sul territorio l'anno successivo.
Con un volume di affari di tale portata ci sarà mai un'azienda che vuole investire nel distretto? O meglio ancora ci sarà mai nessuna azienda pratese o associazione di aziende e imprese che vuole realizzare qualcosa di diverso e con un mercato assicurato?
Passo dopo passo si arriva all'indipendenza energetica. Si realizza quella che J.F.K. chiamò ENERGY REVOLUTION.
Lo stesso deve essere attuato per l'isolamento termico degli immobili.
Parte delle aziende pratesi possono riconvertirsi nella realizzazione di isolanti termici con gli scarti tessili ed avrebbero un mercato pronto ad accoglierle.
3 PROGETTO "CALDA PRATO" IL RISCALDAMENTO DEGLI AMBIENTI
Se fosse applicata la legge 10/91, per riscaldare gli edifici si consumerebbero 14 litri di gasolio, o metri cubi di metano, al metro quadrato calpestabile l'anno. In realtà se ne consumano di più.Dal 2002 la legge tedesca, e più di recente la normativa in vigore nella Provincia di Bolzano, fissano a 7 litri di gasolio al metro quadrato calpestabile l'anno il consumo massimo consentito nel riscaldamento di ambienti. La metà del consumo medio italiano. Utilizzando l'etichettatura in vigore negli elettrodomestici, nella Provincia di Bolzano questo livello corrisponde alla classe C, mentre alla classe B corrisponde un consumo non superiore a 5 litri di gasolio, o metri cubi di metano, e alla classe A un consumo non superiore a 3 litri di gasolio, al metro quadrato l'anno. Nel riscaldamento degli ambienti, una politica energetica finalizzata alla riduzione delle emissioni di CO2 deve articolarsi nei seguenti punti:
- applicazione immediata della normativa, già prevista dalla legge 10/91 e prescritta dalla
direttiva europea 76/93, sulla certificazione energetica degli edifici
- definizione della classe C della provincia di Bolzano come livello massimo di consumi per la concessione delle licenze edilizie relative sia alle nuove costruzioni, sia alle ristrutturazioni di edifici esistenti
- riduzione di almeno il 10 per cento in cinque anni dei consumi energetici del patrimonio edilizio degli enti pubblici
- agevolazioni sulle anticipazioni bancarie e semplificazioni normative per i contratti di ristrutturazione energetica col metodo "ESCO" (Energy ServiceCOmpany), ovvero effettuate a spese di chi le realizza e ripagate dal risparmio economico
- elaborazione di una normativa sul pagamento a consumo dell'energia termica nei condomini, come previsto dalla direttiva europea 76/93, già applicata da altri Paesi europei
Riqualificazione energetica degli edifici in gestione alla pubblica amministrazione, a costo zero
1. Predisposizione del Piano Comunale di Efficienza Energetica (PCEE)
2. Bando di gara con la partecipazione delle ESCO.
3. La ESCO vincitrice del bando provvederà ad attuare il PCEE
4. Il Comune pagherà per un numero di anni definito dal bando la bolletta annua che il
Comune pagava prima degli interventi.
5. Al termine degli anni definiti dal bando il rapporto con la ESCO termina e il Comune pagherà una bolletta ridotta più della metà . Gli edifici e le scuole risulteranno ristrutturati e più sicuri.
Il manto di copertura degli edifici una volta veniva realizzato con il cotto ( marsigliesi, coppi, coppi e tegoli etc...) è un prodotto naturale ed ha lo "svantaggio" di durare pressoché in eterno. Poi con il passare del tempo siamo arrivati a realizzare le coperture in eternit, che hanno il "vantaggio" di aver provocato centinaia ( se non migliaia) di morti per la loro realizzazione, hanno una durata di 30-40 anni ed ora devono essere bonificate ( con tutti gli annessi e connessi). Ora si realizzano coperture con pannelli sandwich ( con poiluretano o polistirene) oppure in alluminio o acciaio zincato. Fra 20-30 saranno da rifare ......... e avanti così. Ritorniamo all'antico con in più solo l'isolamento, magari realizzato con gli scarti delle lavorazioni tessili!
4 PROGETTO "PRATO DOC - MADE in PRATO"
Creazione di un marchio di garanzia a tutela del prodotto tessile pratese (come succede per il DOC con i vini oppure il DOP per salumi e formaggi), che coinvolga tutta la filiera patese.
Diversificazione del prodotto tessile con un'offerta che non guardi solo al classico vestiario o arredamento, ma anche la realizzazione di cappotti termici per edifici.
Incentivi all'economia locale ed alla filiera corta, con utilizzo di buoni locali di solidarietà (SCEC).
Creazione di appositi spazi per la vendita del Made In Prato.
Ricreazione dell'intera filiera economica locale.
Diversificazione del prodotto tessile con un'offerta che non guardi solo al classico vestiario o arredamento.
1) Controlli nelle 4.000 aziende cinesi che offrono prodotti a buon prezzo grazie allo sfruttamento del lavoro clandestino .
2) Salvaguardare la filiera (dalla fibra al prodotto finito il "fatto a prato" DEVE essere prodotto in loco).
Dato che molte aziende comprano semiprodotti in Cina o Estremo oriente e dopo una lavorazione trasformano il prodotto finale in Made in Italy "a norma di legge".
3) Creazione di una piattaforma di gestione/comunicazione tra aziende e manifatture che accorci la filiera, realizzazione di empori e ratificazione di accordi con negozianti per la
vendita diretta del nostro prodotto. L'accorciamento della filiera farà abbassare il prezzo del prodotto di qualità e si eviterà l'imposizione di prezzi non adeguati da parte della Grande Distribuzione Organizzata alle piccole manifatture.
4) Accertamento tributario automatico degli ultimi due esercizi per aziende che fanno concordati fallimentari
5) Obbligo di fideiussione assicurativa da parte delle nuove aziende e di quelle nate negli ultimi due anni, pari al capitale dell'azienda/impresa, a garanzia delle molte "chiusure pilotate".
6) Le aziende tessili che non dimostrano di essere in regola con i versamenti dei contributi o le tasse devono CHIUDERE SUBITO.
7)Creazione di un Portale dedicato alla Certificazione delle Aziende ed Imprese Pratesi ( con controllo della regolarità contributiva , con fideiussione obbligatoria ). Coloro che aderiranno al Progetto avranno un punteggio che verrà poi riconosciuto e che quindi le favorirà in sede di aggiudicazione dei bandi di gara comunali.
5 PROGETTO PRATO WI-MAX
- Connessione e Servizio Pubblico:
- Creazione di "rete senza fili" come nel comune di Pordenone, per facilitare l'utilizzo della rete
- Integrazione di tutti i servizi di sportello con il servizio internet, dall'occupazione del suolo pubblico alla TIA, dalla presentazione delle DIAE agli appuntamenti per visite mediche;
- Accesso alla rete internet libero e gratuito attraverso il sistema wi-max.
- Programmi gratuiti Open-Source nelle scuole ed in tutti gli uffici pubblici;
- Creazione di portali di connessione tra aziende e privati.
- Traslazione della pubblicità dalla strada al web all'interno dei portali di connessione aziende-privati, in tal modo si ha una sensibile diminuzione dei costi di gestione ed un sensibile aumento del decoro urbano.
6 PROGETTO "BANCI VIVO & DEPOSITO CAP"
Stop al Polo degli Eventi all'ex-Banci, ristrutturazione degli immobili ed utilizzo degli spazi per attività dedicate ai giovani, anziani, università , aziende a seguito di un vero processo partecipativo cittadino.
Realizzazione del nuovo deposito CAP in un area come il Macrolotto 2 anziché alle Badie.
7 PROGETTO "PRATO VERDE"
Ambiente, uso del territorio, edilizia, urbanistica
-Blocco delle aree di espansione edilizia nei piani regolatori delle aree urbane. Incentivazione delle ristrutturazioni qualitative ed energetiche del patrimonio edilizio esistente. Concessioni di licenze edilizie soltanto per demolizioni e ricostruzioni di edifici
civili o per cambi di destinazioni d'uso di aree industriali dimesse, previa destinazione di una parte di esse a verde pubblico.
- Obbligo per le nuove costruzioni di impianti di utilizzo dell'acqua piovana ( sistema lavatrice - sciacquone ).
- Obbligo per le nuove costruzioni di impianti di scarico wc con separazione feci - urine e successivo stoccaggio per la realizzazione di compost ed urea, come già avviene nei paesi del nord Europa.
- Espansione del verde urbano nell'ottica di una riduzione dello squilibrio complessivo tra inorganico e organico, con fissazione di percentuali annue di incremento, al fine di migliorare i microclimi urbani, aumentare l'alimentazione delle falde idriche riducendo l'impermeabilizzazione dei suoli, potenziare la fotosintesi clorofilliana per incrementare l'assorbimento CO2
- Valutazione strategica dell'impatto ambientale per qualsiasi intervento sul territorio
- Uso nell'edilizia di materiali locali, per quanto possibile, e riuso di materiali provenienti dalle demolizioni
- Recupero delle acque piovane canalizzando i flussi delle grondaie in serbatoi di
accumulo per sciacquoni e irrigazione
- Divieto di costruire parcheggi per edifici destinati ad attività lavorative, divieto totale di sosta nelle strade dei centri storici a eccezione dei residenti e destinazione agli stessi di eventuali parcheggi sotterranei esistenti.
- Dotazione obbligatoria di impianti fognari dove sono ancora assenti
- Impianti di depurazione obbligatori per ogni abitazione non collegabile a un impianto
fognario, possibilità di contributi/finanziamenti comunali per impianti di depurazione privati
- Controllo periodico (almeno annuale) delle acque presenti nel territorio comunale (fiumi, torrenti, rogge, ecc) con la pubblicazione dei risultati".
-Individuazione di aree dismesse da riconvertire in verde pubblico, parchi/giardini. Realizzazione di aree, anche nel centro urbano, da destinare ad orto; tali aree verrebbero suddivese in piccoli appezzamenti di 50 mq l'uno e coltivati e mantenuti da chi ne fa richiesta.
8 PROGETTO "PRATO LEGALE"
- Creazione di un fondo comunale, con un versamento procapite di € 1,00 mensile, € 10,00 da parte dei commercianti e € 50,00 da parte delle aziende, da destinare alle forze dell'ordine sott'organico e senza fondi.
- Implementazione del personale di polizia urbana.
- Creazione di un Protocollo di Collaborazione Intercomunale tra le forze di polizia urbana del comune di Prato e dei comuni limitrofi.
9 PROGETTO "PRATO INSIEME"
Creazione di un vero processo partecipativo che permetta ai cittadini nelle loro circoscrizioni di poter decidere la vita della città in modo attivo, attraverso la democrazia partecipativa.
Bilancio partecipato del 3% nel primo anno di attuazione, e poi con un aumento di 0,5 punti percentuali negli anni successivi, delegato alle circoscrizioni che provvederanno a destinare l'utilizzo dei fondi in base a progetti e richieste risultanti a seguito del processo partecipativo.
Referendum deliberativi senza quorum.
Elezione diretta del garante alla partecipazione.
10 PROGETTO "AMMINISTRAZIONE TRASPARENTE"
Traslazione dei consigli comunali alle ore 21.00 in modo da poter permettere la partecipazione da parte della cittadinanza.
Portare i consigli comunali in piazza o a teatro per permettere ai cittadini di poter partecipare dal vivo alle decisioni dei temi più importanti.
Convenzione con unaTv locale per la trasmissione integrale dei consigli comunali e dei maggiori eventi della pubblica amministrazione, come convegni, appuntamenti pubblici ecc. Il punto di riferimento della imparzialità delle trasmissioni è il metodo di informazione del canale americano CSPN o attraverso canale web gratuito Ustream.tv .

11 PROGETTO " ACQUA PUBBLICA"
Revoca della gestione dell'acqua a Publiacqua e ritorno della gestione pubblica, sulla base della proposta di legge dell'associazione "acquabenecomune":
Articolo 2 (Principi generali)
1. L'acqua è un bene naturale e un diritto umano universale. La disponibilità e l'accesso individuale e collettivo all'acqua potabile sono garantiti in quanto diritti inalienabili ed inviolabili della persona.
2. L'acqua è un bene finito, indispensabile all'esistenza di tutti gli esseri viventi. Tutte le acque superficiali e sotterranee sono pubbliche e non mercificabili e costituiscono una
risorsa che è salvaguardata ed utilizzata secondo criteri di solidarietà . Qualsiasi uso delle acque è effettuato salvaguardando le aspettative e i diritti delle generazioni future
a fruire di un integro patrimonio ambientale. Gli usi delle acque sono indirizzati al risparmio e al rinnovo delle risorse per non pregiudicare il patrimonio idrico, la vivibilità dell'ambiente, l'agricoltura, la fauna e la flora acquatiche, i processi geomorfologici e gli equilibri idrogeologici.
Articolo 4 (Principi relativi alla gestione del servizio idrico)
1. In considerazione dell'esigenza di tutelare il pubblico interesse allo svolgimento di un servizio essenziale, con situazione di monopolio naturale (art. 43 Costituzione), il servizio idrico integrato è da considerarsi servizio pubblico locale privo di rilevanza economica.
2. La gestione del servizio idrico integrato è sottratta al principio della libera concorrenza, è realizzata senza finalità lucrative, persegue finalità di carattere sociale e ambientale, ed è finanziata attraverso meccanismi di fiscalità generale e specifica e meccanismi tariffari.
Articolo 6 (Ripubblicizzazione della gestione del servizio idrico integrato - decadenza delle forme di gestione - fase transitoria)
3. Tutte le forme di gestione del servizio idrico affidate a società a capitale misto pubblico-privato in essere alla data di entrata in vigore della presente legge, se non decadute per contratto, avviano il processo di trasformazione - previo recesso del settore acqua e scorporo del ramo d'azienda relativo, in caso di gestione di una pluralità di servizi - in società a capitale interamente pubblico. Detto processo deve completarsi entro due anni dalla data di entrata in vigore della presente legge.
Articolo 9 (Finanziamento del servizio idrico integrato attraverso la tariffa )
3. L'erogazione giornaliera per l'alimentazione e l'igiene umana, considerata diritto umano e quantitativo minimo vitale garantito è pari a 50 litri per persona. E' gratuita e coperta dalla fiscalità generale.
4. L'erogazione del quantitativo minimo vitale garantito non può essere sospesa. In caso di morosità nel pagamento, il gestore provvede ad installare apposito meccanismo limitatore dell'erogazione, idoneo a garantire esclusivamente la fornitura giornaliera essenziale di 50 litri al giorno per persona.
5. Per le fasce di consumo domestico superiori a 50 litri giornalieri per persona... individuare fasce tariffarie articolate per scaglioni di consumo tenendo conto :
a) del reddito individuale;
b) della composizione del nucleo familiare;
c) della quantità dell'acqua erogata;
d) dell'esigenza di razionalizzazione dei consumi e di eliminazione degli sprechi;
Il consumo di acqua in bottiglia rappresenta una delle principali fonti di produzione di rifiuti urbani e di spesa, perdita di tempo e disagi per i cittadini. L'acqua dei nostri rubinetti è già di ottima qualità e molto controllata, ben più delle acque in bottiglia, ma in diverse zone delle città il suo "sapore" non la rende "competitiva" con le acque in bottiglia per problemi alle reti. Il Comune emette un bando di gara su pacchetti offerti da società che producono sistemi domestici di trattamento delle acque, le società forniscono un servizio ai cittadini più conveniente rispetto all'acqua in bottiglia a cominciare da tutti gli uffici pubblici ( in primis le scuole).
L'eliminazione dell'acqua in bottiglia dalle spese comunali (asili,scuole, enti, consigli ed uffici comunali) deve essere il primo passo.
12 PROGETTO " PRATO GIOVANE"
Creazione di spazi ( a partire dal Banci ) dedicati ai giovani e gestiti da loro.
Valorizzazione dei grandi talenti pratesi in campo musicale, teatrale, artistico e cinematografico.
Collaborazione con le scuole per la creazione di forum e laboratori.
Realizzazione di eventi teatrali, cinematografici, musicali, pittorici ( tradizionali e moderni, come i writers ) da portare al castello dell'imperatore, nelle piazze sia del centro che delle periferie.
13 PROGETTO "PRATO SPORT"
Realizzazione di un programma assieme alle scuole per far si che gli studenti abbiano la possibilità di poter praticare il maggior numero di discipline durane l'anno scolastico, alternando le attività da palestra ( pallavolo, pallamano, pallacanestro, ginnastica, etc... )
durante il periodo invernale a quelle all'aperto ( calcio, rugby, atletica, baseball, etc...... ) durante i periodi più caldi.
Promozione di tornei estivi da realizzare in centro a Prato durante il periodo estivo in piazza Mercatale, con la creazione di una Arena Comunale dove svolgere tornei notturni di ( beachvolley, beachrugby, beachsoccer, ).
Gestione del LungoBisenzio condivisa tra calcio e rugby, creazione di appositi spazi pedonali attorno allo stadio dove poter fare allestire appositi stand gastronomici,
avvicinando le famiglie e contribuendo a creare quel bel ambiente da terzo tempo rugbystico prima, durante e dopo la partita.
14 PROGETTO "CURITIBA" TRASPORTO PUBBLICO
Curitiba, capitale brasiliana dello stato di Paranà , è la città con il sistema di trasporto pubblico più efficiente e più invidiato al mondo. Si tratta esclusivamente di trasporto in superficie per mezzo di bus ( 1.500 nel perimetro urbano e 600 ad integrazione dell'area metropolitana). I percorsi si sviluppano in 385 linee differenti con 5000 fermate, 351 tube station e 29 capolinea.
I passeggeri giornalieri del trasporto pubblico sono oltre 2 milioni, ai livelli o forse più di New York, seppure la Grande Mela abbia quattro volte la popolazione della città brasiliana.
Nonostante Curitiba sia la capitale dello stato più povero del Brasile è la città con il miglior tenore di vita, pari a quello europeo.
Nel settore dei trasporti occorre intervenire sia a livello tecnico, incentivando lo sviluppo di mezzi di trasporto più efficienti e meno inquinanti, sia a livello organizzativo, favorendo lo sviluppo dei mezzi di trasporto pubblici e disincentivando l'uso dei mezzi privati soprattutto nelle aree urbane fortemente congestionate ( un autobus vuoto costa tanto quanto un autobus pieno).
Definizione di un piano di trasporti pubblici non inquinanti da parte di ogni Comune sia per l'area comunale che in riferimento ai collegamenti esterni al Comune.
Dotazione di una rete di piste pedo-ciclabili "sicure" che consenta di raggiungere i punti di maggior interesse pubblico, esempio scuole, ospedali, municipi, ecc
Abbattimento delle barriere architettoniche.
Definizione di un piano di trasporti pubblici non inquinanti da parte del Comune sia per l'area comunale che in riferimento ai collegamenti esterni.
Dotazione di una rete di piste ciclabili "sicure" che consenta di raggiungere i punti di maggior interesse pubblico, esempio scuole, ospedali, municipi, ecc
Istituzione di parcheggi comunali per le biciclette.
Favorire con apposite convenzioni i servizi di car sharing e di bike sharing.
Istituzione di parcheggi comunali per le biciclette.
Introdurre la possibilità di parcheggiare le biciclette all'interno dei condomini.
Pedonalizzazione totale del centro cittadino.
Trasporti di collegamento con tra l'area urbana e le aree disperse sul territorio.
Favorire con apposite convenzioni i servizi di car sharing e di bike sharing.
Definire un tempo di carico scarico delle merci nelle città in orari prefissati, ad esempio dalle 6.30 alle 7.30 del mattino.
Diminuzione delle tasse comunali per chi non possiede un'auto privata.
Piano urbano per la mobilità dei disabili.
Finanziamenti a strutture private che operano nel trasporto dei disabili.
Forte inasprimento delle sanzioni e eventuale ritiro dell'auto per un periodo da tre a sei mesi per chi parcheggia sugli scivoli per i disabili.
Agevolazioni per l'insediamento di punti pubblici di telelavoro.
Navette pubbliche per il trasporto dei bambini a scuola.
Lo sviluppo di un trasporto pubblico con una forte valenza sociale è una importante fonte
di riduzione dei consumi di fonti fossili e di impatto ambientale con ricadute sulla salute dei cittadini.
15 PROGETTO PRATO SCEC
LO SCEC COME STRUMENTO DI RINASCITA ECONOMICA LOCALE
I Buoni Locali di Solidarietà SCEC (Soldarietà ChE Cammina) nascono dall'esperienza e dallo studio di oltre 4.000 esempi di monete complementari presenti in tutto il mondo, compreso il circuito WIR svizzero e il Regio tedesco, il circuito Buoni in Giappone.
La situazione economica, a causa dell'esasperato aumento del debito delle famiglie e delle imprese e della esagerata creazione monetaria ex nihilo, oltre al progressivo impoverimento delle economie locali a causa della globalizzazione, ha determinato la necessità di attivare un'esperienza del genere anche in Italia, tanto che già i comuni di Trento, Castrovillari (CS), Scandale (KR), Petilia Policastro (KR), Spezzano della Sila (CS) hanno deciso di adottare lo SCEC nel proprio territorio.
Obiettivo è quello di mantenere nel territorio la ricchezza attraverso due strumenti:
1. Il Buono Locale di Solidarietà che aumenta il potere di acquisto delle famiglie e agevola l'economia locale circolando in un territorio limitato a fianco dell'euro come percentuale di prezzo (es. 10-20%)
2. L'attuazione di progetti aziendali territoriali per rivitalizzare il settore agroalimentare, oggi a rischio di collasso e le produzioni locali e artigianali che rischiano anch'esse di scomparire.
In Italia l'esperienza coordinata a livello nazionale da ArcipelagoSCEC, associazione senza scopo di lucro, che con i Buoni della Solidarietà ChE Cammina ha circa 2000 aziende e 10.000 famiglie iscritte al circuito nazionale, in Toscana più di 200 aziende e 500 famiglie. E' partito in 10 regioni: Friuli VG, Veneto,Lombardia, Emilia Romagna,
Toscana, Umbria, Lazio, Campania, Calabria, Sicilia. E' in partenza in tutto il resto di Italia.
1) Il Buono Locale è uno strumento che ha un rapporto di parità con l'euro (1:1), non
è convertibile in euro, è gratuito e viene distribuito con criteri univoci e trasparenti, uguali in tutte le zone d'Italia che aderiscono al progetto Arcipelago.
Il Buono Locale è una percentuale di prezzo pagata (dal 10 al 30%) sul prezzo di un bene e può essere riutilizzato dal commerciante all'interno delle imprese, professionisti, produttori ecc. che aderiscono al circuito in tutta Italia.
Il Buono Locale essendo distribuito gratuitamente non crea debito come accade per la creazione monetaria cartacea e elettronica. Ancora al territorio tutto l'importo (anche
quello pagato in euro) e circolando nel circuito locale consente di aumentare e reinvestire questa ricchezza nel territorio.
Il Buono Locale aumenta il potere di acquisto delle famiglie per la percentuale di Buoni accettata (il pensionato con 500 euro avrà un potere si acquisto maggiorato di 100 euro nel caso la percentuale media accettata sia del 20%)
Essendo solo una piccola percentuale del prezzo pagato in euro non si corre nemmeno il rischio di creare inflazione, poiché i Buoni acquisiscono valore insieme all'euro e non ne sono indipendenti.
2) Le imprese che producono beni e artigianato hanno il problema della visibilità delle proprie merci e la creazione di mercato. In questo caso la riduzione delle filiere e la razionalizzazione dei processi di produzione e vendita portano ad offrire un prezzo concorrenziale aumentato dall'utilizzo del Buono e quindi concorrerà a richiamare consumatori distogliendoli dal prodotto di importazione. L'interazione con la piccola distribuzione permetterà ai produttori locali di ottenere anche visibilità e mercato per la propria produzione.
Dal punto di vista sociale, la distribuzione dei Buoni Locali anche agli immigrati e come abbiamo visto attraverso l'emersione dello sfruttamento, opera un'integrazione che fa scemare tensioni sociali inevitabili. Aumentando il potere di acquisto delle famiglie e dei pensionati ha la funzione di un ottimo ammortizzatore sociale.
Si possono mettere in piedi anche forme di solidarietà fornendo beni di prima necessità (ricavati dalle rimanenze dei punti vendita diretti e della piccola distribuzione del circuito, come pane, pasta ortofrutta ecc.) alle famiglie meno abbienti.
Allo stesso modo sarà facile organizzare il servizio a domicilio della spesa agli anziani soli, organizzando magari alla domenica pranzi e occasioni di ritrovo in strutture messe appositamente a disposizione dalle amministrazioni locali.
Ricapitolando, l'insieme delle misure adottabili, cioè i due piani aziendali con l'ausilio della piattaforma informatica e l'ottimizzazione dei trasporti con il collante dei Buoni, sono la risposta immediata alle necessità di qualunque impresa, persona, territorio che voglia realmente uscire da questo stallo, grazie a idee chiare e una prospettiva di medio periodo.
Arcipelago Scec mette a disposizione le piattaforme telematiche necessarie allo sviluppo del progetto con tutte le applicazioni necessarie alle aziende per poter sfruttare al meglio l'azione rivitalizzante che scaturisce dall'uso dello SCEC.
E' un progetto fatto dalla gente per la gente e ha costi irrisori oltre ad essere semplice e pratico.
I Comuni possono così finanziare, senza nemmeno toccare il bilancio, le attività economiche del territorio
Come possiamo agire a e livello di Comune
L'ente locale ha un ruolo molto importante nella diffusione e nella realizzazione del progetto:
· Agevolando lo sviluppo di piccoli centri di commercio locale, magari reperendo i locali nel patrimonio immobiliare comunale
· Agevolando il disbrigo di tutte le attività burocratiche legate a queste attività (Farmer market, supermercati locali ecc.)
· Aprendo uno sportello dedicato al progetto
· Sostenendo l'iniziativa con campagne informative sul progetto per i cittadini e per le imprese che valorizzino il consumo e l'acquisto di beni prodotti localmente
· Sostenendo il reale lancio dei Centri commerciali naturali grazie ai Buoni Locali ed ai
progetti aziendali collegati
· Supportando le famiglie meno agiate e gli immigrati tramite lo strumento dei Buoni locali, favorendo l'integrazione e contrastando la delinquenza grazie alla migliorata situazione economica ed il contatto personale creato dal Buono Locale della Solidarietà ChE Cammina.
· Agevolando la raccolta differenziata dei rifiuti con incentivi alle famiglie in Buoni Locali
· Consorziandosi con Comuni limitrofi per potenziare l'iniziativa
· Interagendo con le eventuali associazioni di categoria
· Eventualmente concedendo una tassazione agevolata per le imprese che mettono un'attività nel territorio comunale e che aderiscano al circuito Arcipelago SCEC
· Pagamento di una percentuale dei tributi direttamente in Buoni Locali (ad es. le rette per le mense scolastiche, per le famiglie uno sgravio e per il Comune nessun costo in quanto si approvvigiona dai produttori locali)
· Utilizzo degli SCEC anche nei Bandi di Gara Comunali;
L'Ente locale può anche essere artefice della costituzione di un team di lavoro di esperti con professionalità nei diversi settori (manager, agronomi, economisti, energy manager) per fare azioni di sostegno mirate allo sviluppo dell'economia locale al fine di:
· Raccogliere informazioni sull'economia locale ed elaborare dati sull'iniziativa
· Prendere contatti e raccordarsi con le attività imprenditoriali per la creazione di mercato, agevolato dai Buoni Locali, per i vari settori
· Fare uno studio di fattibilità sull'applicazione dei progetti al territorio per lo sviluppo dell'economia locale
· Organizzare incontri e convegni informativi con gli imprenditori per la diffusione del progetto
· Fare consulenza agli imprenditori (agricoli e non) per l'attuazione di attività che creino qualità dei prodotti e abbiano un impatto positivo sui redditi.
· Realizzare interdisciplinarietà tra i settori economici delle varie zone limitrofe, ma mancanti nel Comune
· Ottimizzare i trasporti e la logistica delle merci del circuito locale ed interregionale aderente al circuito ArcipelagoSCEC tramite l'adozione di un brevetto a disposizione dell'Associazione che può ridurre i costi di trasporto del 30%
· Sviluppare circuiti di qualità alimentare e rete del turismo anche interregionale in Buoni Locali (ristorazione, agriturismo ecc.)
· Valorizzare l'artigianato locale e altri prodotti di eccellenza attraverso la piattaforma informatica di scambio predisposta da ArcipelagoSCEC
· Assistere le aziende senza competenze informatiche per il circuito Buoni Locali .
16 PROGETTO "PRATO KM 0"
Valorizzazione dell'agroalimentare locale.
- Prodotti bio e a km 0 in tutte le mense scolastiche ed ospedaliere.
- Creazione di mercatini fissi in centro storico e nei piccoli centri cittadini dedicati ai prodotti ortofrutticoli.
- Incentivo alla creazione dei GAS ( Gruppi di Acquisto Solidale ).
- Realizzazione di aree, anche nel centro urbano, da destinare ad orto; tali aree verrebbero suddivise in piccoli appezzamenti di 50 mq l'uno e coltivati e mantenuti da chi ne fa richiesta.
- Collaborazione con la grande distribuzione per la cessione dei beni prossimi a scadenza, che andrebbero buttati, alle mense cittadine per i meno abbienti. Si ha un quadruplo risparmio:
1 le catene alimentari spendono meno in rifiuti;
2 le catene alimentari possono detrarre i costi dei beni ceduti per beneficenza;
3 il comune spende meno nella gestione dei rifiuti;
4 le mense per i più poveri hanno un ricambio giornaliero sicuro.
17 PROGETTO "ASILI IN CASA"
Come avviene di già in altri paesi si possono mettere in contatto le famiglie che hanno dei bimbi in età prescolare ( dai 3 ai 5 anni) attraverso un portale internet del comune ( a cui
affiancare un servizio di sportello nelle varie circoscrizioni ). Le mamme stesse possono fare asilo a casa propria ad orario ridotto ( 4 ore al giorno ) alternandosi il servizio
giornalmente o settimanalmente a seconda delle esigenze.
A seconda della disponibilità degli spazi, bilocale piuttosto che villa, ci può essere una mamma con 3 bambini, 2 mamme con 6 bimbi o 3 con 9. In questo modo si abbattono i costi degli asili, le mamme possono avere più tempo per se per fare le faccende di casa e se lavorano per poter continuare a lavorare (a orario ridotto) Chi aderisce a questo progetto verrebbe preparato da un pediatra e da uno psicologo della usl che poi continuerebbe a seguire il percorso periodicamente. Questo fa sì che i costi di gestione degli asili diminuirebbe e mamme e figli starebbero più assieme.
18 PROGETTO PRATO (dis)ABILE
Una categoria di cittadini che rappresentano una minoranza, è costituita dai disabili ai quali solo raramente vengono rispettati i diritti e la dignità della persona, così come prevede la Costituzione Italiana.
Quello che ci prefiggiamo di fare concretamente per queste persone è la riqualificazione della loro vita cercando di sviluppare le loro capacità di integrazione e di partecipazione alla vita sociale.
1- Mettere a disposizione le risorse territoriali per portare avanti dei programmi di inserimento lavorativo delle persone diversamente abili favorendo la creazione di cooperative fra disabili dove tutti, a seconda delle loro capacità , possano collaborare all'attività delle cooperative stesse, le quali dovranno essere gestite solo dai disabili o dai loro familiari.
2- Rendere operativa la ricerca fatta nel 2003 dalla Conferenza dei Sindaci dell'area pratese, dalla quale emersero necessità e proposte valide che però ancora oggi, dopo sei anni, è rimasta lettera morta disattendendo le aspettative di tutti coloro che vi avevano partecipato: disabili, genitori e operatori dei centri.
3- Rendere operativa la successiva verifica da parte della Società della Salute, fatta all'inizio del 2008, che mirava ad un monitoraggio specifico dei frequentatori dei centri
e delle case famiglia, per stabilire le varie necessità .
4- Lasciare in carico alla neuropsichiatria infantile quei ragazzi che, pur avendo raggiunto la maggiore età frequentano ancora la scuola, permettendo così lo svolgimento del programma educativo posto in essere al momento dell'inserimento scolastico.
5- Mettere a disposizione alcune strutture pubbliche per poter finalmente creare un progetto del "dopo di noi" permettendo, attraverso soggiorni temporanei (ad esempio: nei fine settimana) lo sviluppo di autonomia e l'inizio di un progressivo distacco dai genitori.
6- Sviluppare e rendere operativi quei progetti mirati alla socializzazione delle persone
diversamente abili attraverso programmi sul tempo libero durante il quale, purtroppo,
le persone disabili rimangono isolate.
7- Creare una rete fra genitori per poter effettuare un controllo diretto nei vari centri al fine di stabilire il rispetto degli orari e lo svolgimento dei programmi di inserimento (non basta l'intervento delle assistenti sociali fatto una volta l'anno).
