Manutenzione delle strade, vietato risparmiare soldi pubblici

Oggi in Consiglio Municipale era al voto una proposta di delibera di indirizzo relativa alla manutenzione ordinaria delle strade di competenza municipale, che stabiliva le priorità di intervento. Strade danneggiate, incolumità dei cittadini, strade iniziate e non completate per mancanza fondi, strade vicine a servizi pubblici. L'atto riguardava solo la manutenzione ordinaria perchè per quella straordinaria i fondi sono stati bloccati dal Comune di Roma dal 2008.

Siccome molte strade nel Municipio sono di proprietà privata ma aperte al pubblico transito e la maggior parte di esse sono in pessime condizioni, abbiamo proposto un emendamento per far si che il Municipio si faccia carico del lavoro di rifacimento della strada, ma addebitando le spese ai proprietari privati inadempienti. Apriti cielo! TUTTI, centrodestra e centrosinistra hanno votato contro! Secondo loro se la strada è di pubblico transito, deve essere il Comune a pagare. Sbagliato. I proprietari privati, se vogliono, con un concordato possono cedere con spese minime la strada al Comune, quindi se una strada è privata è giusto che siano i privati a pagarne il rifacimento. In Municipio, i partiti hanno perso un altra occasione per far risparmiare soldi pubblici!

Caro Marco, condivido sempre in pieno i propositi e le determinazioni del gruppo, ma questa volta devo dissentire. Le "strade private di pubblico transito" sono un abominio voluto dai comuni che in tal modo evitano di farsi carico della manutenzione di strade che dovevano essere private solo fino alla ultimazione dei piani di zona con il passaggio di tale opere dai consorzi al comune stesso. A Ponte di Nona (Mun.VIII) capita quindi che i condomini dei palazzi limitrofi devono pagare le spese per l'illuminazione pubblica e teoricamente la manutenzione delle strade. Nella maggior parte dei casi i condomini non sono nemmeno al corrente di queste situazioni tenuti all'oscuro dalla non-informazione. Le strade di cui parlo sono percorse quotidianamente da centinaia di vetture e non si tratta della stradella senza uscita sotto casa. I comuni si sono prostituiti e noi ne paghiamo le conseguenze. Chi ci guadagna sono i soliti costruttori sciacalli che si arricchiscono sulle spalle di gente che si indebita per una vita e che si deve anche preoccupare di pagare per due volte (perchÃÂ¨ noi le tasse le paghiamo) la manutenzione e l'esercizio di una cosa privata che privata non ÃÂ¨.
